Topic type: Procurement guide |

September is when most custom packaging quotes get requested, and when most packaging programs go wrong. A unit price says very little about whether a factory can hold your Q4 schedule or print a 500-piece run at a workable cost. It says nothing about the documentation an EU importer now asks for. Nine questions, asked in this order, do most of the work. For each one, here is how we answer it.
Why this window matters more than the price list
US holiday retail sales from 1 November to 31 December 2025 grew 4.1% over the prior year against a forecast of 3.7% to 4.2%, and crossed $1 trillion for the first time (CNBC/NRF Retail Monitor, January 2026). For a buyer, that is mostly a calendar problem: Q4 production slots are booked in September. In our own order book, October starts show up later as expedite fees on printing and freight.
Since 12 August 2026, Regulation (EU) 2025/40 generally applies across the EU and the directive it replaces has been largely repealed (European Commission, packaging waste page, accessed September 2026), so documentation now belongs in the first conversation with a supplier, not the last. Factories in China also wind down ahead of Spring Festival, and programs that slip past November tend to land in March.
Structure, tooling and cost
1. What is the real minimum order quantity (MOQ) for my structure?MOQs in a catalog are usually quoted for the simplest box in a family; your magnetic box with a foam insert and two foil passes is a different job. Get the MOQ for the exact structure in writing, then the unit price at 500, 1,000 and 5,000 pieces. Digital printing keeps low volumes workable, while a factory that only runs offset will push you toward a plate-friendly quantity you do not need yet. We print on an HP Indigo 12K digital press and take a one-piece minimum.
2. Who pays for tooling and dies, and what does a reorder cost?Confirm three things: whether the cutting die is paid once, whether it is stored for you or re-cut on every order, and whether the reorder price equals the first-order price. Put the reorder clause in the quotation.
3. How fast can I hold a physical sample?Pin the timeline down in hours. A digital workflow can put a design draft in front of you within four hours and a physical sample in your hands in two to three days. Get the 3D structure file first, so your team can approve the mechanics before anything is cut.

Print, finishing and what goes inside
4. Which press will my quantity actually run on? Below a few thousand units, digital printing usually wins because plates are eliminated and setup is not amortised over a big run. Above that, offset can be cheaper per box.
5. How is the finish tested before the shipment leaves? Soft-touch lamination, spot UV, hot foil and embossing are the finishes premium retail asks for, and the ones most likely to scuff or lift at an edge. Check how adhesion and rub resistance are tested, and whether the approved sample comes from the production run.
6. What sits inside the box? Molded pulp, EVA foam and die-cut board all hold a product differently, and some need their own cutting die. Price the insert tooling and its lead time separately from the box.

The compliance questions buyers ask too late
7. Can you issue the documentation my market requires? For EU-bound products this is a purchasing question now. PPWR restricts PFAS in food-contact packaging from 12 August 2026:
•25 ppb maximum for any individual non-polymeric PFAS
•250 ppb maximum for the sum of non-polymeric PFAS
•50 ppm maximum for total fluorine
Coatings, adhesives and grease-resistant treatments are where the exposure sits (Food Packaging Forum, August 2026; Intertek, May 2026; Mérieux NutriSciences, July 2026). Then see what the factory can hand over. Here is ours, in full:
•FSC Chain of Custody certificate ESTS-COC-250662, valid to 15 May 2030, and ISO 9001, ISO 14001 and ISO 45001 certificates valid to 26 August 2029
•SGS test reports from June 2026 on a rigid gift box: RoHS (CANEC26013757703) and REACH SVHC screening (SL92619311613601TX), with all 253 candidate-list substances below 0.1%
•Packaging EPR registrations in Germany (LUCID DE2179760823192), France (Citeo 566296) and Spain (ENV/2024/000044711), plus an EU authorised representative for GPSR valid to 28 October 2027
•A SMETA (Sedex) initial audit completed on 7 and 8 August 2026
If a supplier cannot repeat the same documents on every order, your compliance file has a hole in it.
8. What happens to my price if board prices move? Find out how long the quote is valid, what triggers an adjustment, and whether an increase arrives as a flat percentage or as a documented cost change. A factory that answers with a clause is easier to work with than one that promises.
Capacity and accountability
9. Who is accountable for my order after the deposit? You want a named person, not a shared inbox. Get the production schedule with dates for artwork approval, printing, finishing and dispatch. Then run three checks:
•The damage rate on export shipments, and how it is measured. Ours stays below 0.3%. Every order ships inside two layers of corrugated carton.
•Whether finished goods are inspected against your approved sample before dispatch.
•Whether you can see photos of the packed cartons before they are sealed.
Data sources: CNBC/NRF Retail Monitor, January 2026. European Commission, packaging waste (Regulation (EU) 2025/40), accessed 12 September 2026. PFAS limits under PPWR as reported by Food Packaging Forum (12 August 2026), Intertek (6 May 2026) and Mérieux NutriSciences (23 July 2026). Certificate and test report numbers are from Tianjin FUSSEN's own records, verified September 2026.
What to send for a same-day answer
Four things are enough for a quote without a follow-up round:
•The structure you want: magnetic, lid-and-base, drawer, sleeve or tray
•Dimensions, board weight and the quantity you are planning
•The destination market and any regulatory requirement attached to it
•Your launch or in-store date
We come back the same working day with a quote and a tiered price list for 500, 1,000 and 5,000 pieces. A 3D structure file follows within four hours, and samples in two to three days. We dispatch in seven days, and express shipping reaches the US in as little as two to four working days. If the order is part of a Q4 program, the quote will state the production slot we can hold.
Tianjin FUSSEN is a digital printing and packaging manufacturer in Tianjin, China, with more than ten years of export experience and brand collaboration cases we can share under agreement. Printing, finishing and assembly are in-house.
